The state of Haryana is preparing to reintroduce electric vehicle subsidies for models priced below Rs. 40 lakh. The state’s current policy only recognises EVs beyond that threshold, a gap that has effectively shut out a large section of private buyers in urban and semi-urban centres. If/when it comes into effect, it will certainly improve zero-emission vehicle sales in that region.
Industries and commerce minister Rao Narbir Singh, during a review session, directed officials to revise the existing framework. He insisted that the benefits must apply to segments accessed by the majority – not just a narrow band of premium electric vehicles who do not mind spending a premium. Without tangible public benefit, Singh noted, clean mobility schemes will remain disconnected from reality.
Until March 31, 2024, the Haryana Electric Vehicle Policy 2022 had extended a 15 per cent subsidy – capped at Rs 6 lakh – for EVs priced between Rs 15 lakh and Rs 40 lakh. The policy was allowed to lapse, leaving lower and mid-tier models unsupported while subsidy for vehicles above Rs 40 lakh continued and it appears to be coming back sooner rather than later.

The revised structure, which is now under consideration, is expected to place greater weight on electric scooters and three wheelers. Both categories remain far more relevant to daily transportation patterns than expensive electric cars. Singh has asked his department to rework the scheme with practical relevance as the key principle.
For a policy to be effective, he said, the incentive must meet the needs of the average commuter and not remain out of reach for most households. While no timeline has been announced, internal signals point to subsidy adjustments that lean heavily on low-cost electric transport – an area where ownership volumes are growing but state level support has remained patchy.

India recorded 5,30,386 electric vehicle registrations during the April to June 2025 quarter – marking a year-over-year rise of over 34 per cent compared to the 3,96,719 units reported during the same period last year. EVs made up 8 per cent of total automobile volumes for Q2 2025 – out of a cumulative industry tally of 65,54,775 units across all segments.
